Resupply Changes for #63

For Campaign 63 we have addressed two issues in host configuration in an effort to improve a couple of aspects of game play.

The first one is encouraging more "behind the lines" activity by increasing the ability to overstock brigades by 25%, activity which often centers around the ambushing of manual resupply.

The second aspect is a part of the first. With an increase in the ability to replace supply lost through attrition, we were able to reduce the vehicle equipment levels so that "instant supply" from brigade rotation is reduced in its effects, placing more value on attrition warfare and the manual resupply to help defeat that attrition.

We're pretty sure this will increase the variable nature of battle dynamics and raise gameplay value a bit more than previously.

Thank you CRS. A very welcome direction of change. You may want to consider even bolder cut for brigade ToEs. In the end we all win because smaller lists mandates the players to play smarter and take care of smaller number of stuff.

Overstocking is easy. You make a mission from your Div.HQ brigade and move the unit up (fly or drive) to the town of your frontline brigade, then despawn it in RTB status. It then gets added to that brigades equipment pool.

A welcome addition to the game. I'd love to see more restricted ToE as mentioned and a return to RDP impacting tier advancement, but this is a step in the right direction!

Need more points awarded if you want to encourage resupply. Resupplying a Matilda for example can take a large amount of time.

I love the idea however, there is the issue of reduced overstocking ability as well. We had the ability to overstock by 50% before, now it's only 25%? Or is it now 75%, if so we need more supply in the HQ's.

A function I'd like to see would be that the only way for resupply to occur would be to place the depleted brigade in the same town as the HQ or manually resupply it. We all know supply is the most important part of war, we need that in our gameplay.

TOE killed my squad(LRAT). Not really,but rather my squads main role in the game,supply cuts and other spec ops.Love the new TOE system in every other aspect tho.But this change is a great compromise so I can get back to pissing off axis resuppliers.

Few have mentioned that HQ should never be allowed on front line towns therefor stock should be supplied Manuel by players if HC wants to overstock or in dire straits to front line towns from rear HQ.
